Dear Governor Ayotte,

I am writing to urgently and respectfully request that you VETO House Bill 1766. This bill, which is currently sitting on your desk as a standalone bill, will have devastating consequences for animals, municipalities, and the State of New Hampshire.

HB1766 removes humane agents and humane societies from assisting law enforcement, stripping away more than 150 years of expertise that police departments rely on to investigate cruelty and protect animals. It creates dangerous gaps in care by preventing humane organizations from housing or caring for animals, even when they are called upon to assist. It also mandates animal cruelty charges in every case, removing critical discretion and forcing law enforcement into impossible situations. This will penalize individuals without malicious intent while diverting focus from true cases of abuse.

I am also deeply concerned that the language of HB1766 has been attached to additional, unrelated legislation (HB1128, HB474, and HB475 so far) in an attempt to push this dangerous policy forward by any means necessary. This tactic is alarming and completely undermines public trust.

For these reasons, I respectfully urge you to:

  • VETO HB1766 as it currently sits on your desk
  • VETO any additional legislation, including HB1128, HB474, and HB475, that contains the language of HB1766

This bill creates a system that is less humane, less effective, and more costly, and one that will result in unnecessary animal suffering.

Please take a stand to protect New Hampshire’s animals and communities.
